The key to a successful GIS is functionality – that is, does it perform those tasks desired by the user? The effectiveness of a GIS is determined by the mapping scale and resolution of the imagery. The better the resolution, the more detail is visible on the image.
However, better resolution costs more; for the sake of economy, it is necessary to determine the desired functionality of the GIS, and then obtain the resolution required for that functionality. For example, if a municipality wants to identify manhole covers, this would require imagery at 0.5’ ground pixel resolution; imagery at 1.0’ would cost less, but it would prove insufficient for the intended function.
